Urban Master Planning

HACBM provided a concept feasibility study and master plan for the sloping, 15-acre site surrounding the existing mosque. The study was intended to guide the ultimate development of the site, as well as to obtain a conditional approval permitting the Society to operate a school currently housed in temporary modular buildings on the site.

The firm studied zoning and building requirements of the six contiguous parcels comprising the site, and worked with the Society, the township and local residents to determine the best configurations and locations, as well as potential phasing, for the various elements which could be placed on the site.

The phasing sequence included:

  • Phase I : parking improvements, ultimately totaling 600 spaces
  • Phase II : a 52,000 square foot pre-K to grade 12 permanent school
  • Phase III : a 40,000 square foot office building with covered parking
  • Phase IV : a 32-unit senior housing cluster containing both flat and townhome configurations and a 14,000 square foot community center addition to the mosque.

Large areas of the site were to remain natural wetlands and wooded areas. The master plan also detailed improvements to vehicular entrances and exits to improve circulation with respect to access to and from Route 1.HACBM met the submission deadlines and helped the Society secure the variances needed for the Phase II and Phase IV facilities, permitting design and construction services to proceed on the initial phases.
